Dear Director General,
We have heard that an IAEA technical mission is going to visit Japan to assess the decision of Japanese Government to release the ALPS treated water out of the damaged Fukushima nuclear power station into the ocean. As you may understand that all of coastal fishermen and their cooperatives as well as most of Japanese people are deeply against to the government decision. In order to break down the current situation of the accumulated ALPS treated water, we would like to propose an alternative solution as per attached. So we would be most grateful if the coming mission to Japan in December could take our proposal into consideration. We will be also happy if the mission can meet us to get more details on out proposal during their stay in Japan.

福島原子力発電所の汚染水を海洋に放出するという日本政府の決定を評価するために、IAEAの技術ミッションが来日すると聞いています。ご存知のように、すべての沿岸漁業者と漁業協同組合、そして日本国民のほとんどが、政府の決定に強く反対しています。蓄積されたALPS処理水の現状を打破するために、私たちは別紙のような代替案を提案します。そこで、12月に来日するミッションが私たちの提案を考慮してくれることを望みます。また、ミッションが日本に滞在中に私たちに会い、私たちの提案の詳細を聞いていただくことができれば幸いです。

Alternative Way of Disposal for the Alps-treated Water
Proposed by JCFU (Japan Coastal Fishermen’s Union)
We concern a lot of Reputation Damage that would be caused by “Discharging the Contaminated (ALPS-treated) water into the sea.” As an alternative method, we hereby propose “Injection it into Reservoir deeper than 1000m in the underground” that is much better and safer treatment for the waste water.
The proposed method includes the following advantages, 1) Fast: Make all the tanks empty within only 3-5 years, 2) Affirmative: Already Confirmed injection of 300 thousand ton by METI’s CCS project, 3) Less or almost no reputation damage: Safer with no leakage more than 1000 years, 4) Costless: Only 1/5, compared to the frozen barrier already constructed in Fukushima site.
We had proposed this method to METI, and strongly recommend that IAEA should take this method into consideration for the people who live in Fukushima area and all in Japan, and wherever in the world.
ALPS処理汚染水の海洋放出に代わる処理方法の提案 Sep.13.2021

ALPS処理汚染水の海洋放出には風評被害をもたらす懸念があります。
そこで私たちは、海洋放出に代わる方法として「大深度地中貯留」を提案いたします。これは1000m以上深い地下にある貯留層へ圧入する方法です。
この大深度地中貯留は海洋放出に比べてはるかに安全な汚染水処理方法です。そして四つの長所があります。
（１） 速い：わずか３～５年で全ての汚染水タンクを空にできます。
（２） 確実：経産省主導のCCSプロジェクトにおいて、30万㌧の二酸化炭素を圧入処理した実績があります。
（３） 風評被害の懸念が少ない：1000年以上も地上には漏れないからです。
（４） リーゾナブルなコスト：凍土壁のコストの僅か五分の一です。
経産省に対して既に本方法を提案しております。
IAEAにおかれましても、福島に住む人々はもちろん日本そして世界の全ての人々のために本方法の採用を検討されますように、強く要望いたします。
